Program Overview
Malta’s current framework provides for citizenship by naturalisation on the basis of merit under Article 10(9) of the Maltese Citizenship Act and S.L. 188.06. It is distinct from Malta’s former citizenship-by-investment framework.
A proposal must demonstrate exceptional service, contribution or a proposed contribution of exceptional interest to Malta or humanity. Relevant fields may include science, research, technology, sport, entrepreneurship, culture, the arts and philanthropy.
Each matter is discretionary and subject to due diligence, an independent evaluation, approval in principle, residence and continuing compliance. Government fees and any commitments are assessed under the applicable process; there is no standard investment amount that secures citizenship.

This framework may be relevant to accomplished individuals with a documented record of exceptional achievement and a credible connection or proposed contribution to Malta.
A preliminary assessment should consider the applicant’s record, proposed contribution, family circumstances, source of funds and ability to establish genuine ties to Malta.
